A quarter of a Euro pallet

400×600 is exactly one quarter of the 800×1200 Euro footprint: four of them tessellate onto one Euro pallet with nothing left over. That is the reason the size exists.

It makes the small pallet a unit of the same system rather than an exception to it. Four go on a Euro pallet for transport, and at the far end they separate into four independently handled loads, each light enough for a pallet truck and small enough for a shop floor or a picking face.

Typical uses are retail display units, sample and promotional consignments, and small-part supply to an assembly line where a full pallet is more stock than the line can hold.
